The T&DI Environmental Issues Committee recently sponsored a conference called Context Sensitive Solutions in Practice: What You Need to Know. The conference was held in Atlanta on November 16 and 17, and I was privileged to attend. Sandy Otto and Tim Jackson, Co-chairs of the committee, spearheaded the conference, and did an excellent job. The speakers were outstanding; among them were the Mayor of Atlanta, the Commissioner of the Georgia DOT, and the Executive Director of AASHTO, plus several current and former heads of state DOTs, as well as an FHWA Associate Administrator. The Technical Region is a worldwide, virtual region comprised of ASCE's seven Institutes. T&DI Committees Meeting During the Transportation Research Board Week January 21, 2007- January 25, 2007
The Board of Governors for the Transportation & Development Institute will be hosting a reception during TRB week. The Reception will be held Monday , January 22, 2007 from 5:30 pm to 7:30pm in the Hilton Terrace. Announcements Call for Members – ASCE/T&DI/ICPI Structural Design of Interlocking Concrete Pavement Standard Committee The Transportation and Development Institute (T&DI) of ASCE and the Interlocking Concrete Pavement Institute (ICPI) are seeking members for the Structural Design of Interlocking Concrete Pavement Standards Committee. The committee is developing a consensus guideline for the design of pavements using interlocking concrete pavers in applications of full traffic loading. Membership on the T&DI/ASCE/ICPI standard committees is open to all those who might reasonably be expected to be or who indicate they are directly affected by the activity without dominance by any single interest group: Producer, Consumer and General Interest, including Regulatory. ASCE Call for Disaster Assistance Volunteers Each time a natural disaster, such as Hurricane Katrina, or a man-made event, such as the terrorist attacks of 9/11, occurs, ASCE members generously volunteer their time and talents to assist in response and recovery initiatives, and look to ASCE to provide an avenue to do so. The ASCE Committee on Critical Infrastructure (CCI), in response to our members’ desire to lend support to such efforts, is developing a directory of members who express their interest and availability to assist. CCI is currently seeking volunteers to participate in disaster management activities (planning, preparedness, response, and recovery) on an as-needed basis. The information provided will be included in a directory for the ASCE Disaster Assistance Volunteer Program to use in the event of natural and man-made disasters requiring engineers for planning, damage assessment, and rebuilding efforts. Committee on Critical Infrastructure ASCE’s Committee on Critical Infrastructure (CCI) would like your input as it develops future training programs on disaster management topics, including preparedness, response, and recovery activities. Each time a natural disaster or a man-made event occurs, ASCE members seek volunteer opportunities to assist in response and recovery initiatives. CCI’s goal is to offer training programs to prepare ASCE members to assist before, during, and after these events strike. Your input via the online CCI disaster management training needs survey will help provide the feedback needed to develop valuable training programs. That’s what ASCE’s Key Contact Program can provide to T&DI members. T&DI members are invited to join ASCE’s Key Contact Program and receive “This Week in Washington” a weekly email newsletter with information on issues active in Washington, D.C. and the state capitals. Committee Updates The Highway Pavement Committee By Hosin "David" Lee, Ph.D., M.ASCE Chair, Highway Pavement Committee The Highway Pavement committee has been active in promoting research and technology transfer amongst the pavement community. In the past two years, a clear increase in membership, participation, and activities were noted. Notable activities include the publication of low-volume pavement design guide for local governments and the recent very successful 2006 Airfield and Highway Pavement Conference. The conference, which was the most successful pavement conference by ASCE drew a high number of attendance and resulted in a refereed proceedings. The conference showed true collaboration between five committees from three institutes. As of October 1, 2006, Prof. Hosin “David” Lee of University of Iowa become a new chair of the Highway Pavement Committee. Imad Al-Qadi, the immediate past chair, is elected to become the new Design, Construction and Maintenance Council Executive Committee Chair. The Highway Pavement Committee, with a help from Airfield Pavement Committee, is organizing the Fifth International Conference on Maintenance and Rehabilitation of Pavements and Technological Control (http://www.mairepav5.org), Park City, Utah, August 8-10 2007, which is co-sponsored by iSMARTi, T&DI, KSRE, NASA and Public Policy Center, Civil & Env. Engineering, University of Iowa. The Highway Pavement Committee is currently conducting a survey on the impact of GASB 34 on PMS and its current implementation status in local governments. The highway committee is in the process of identifying the critical needs and concerns of local governments in pavement area. The committee has gained major momentum in the past couple of years and we are seeking additional members, particularly from local governments and consultants who closely work with local governments. The next Highway Pavement Committee meeting will be held in conjunction with the annual TRB meeting in Washington D.C., Roosevelt Room at the Marriott, from 2:00 to 4:00 p.m., January 21, Sunday. The meeting is open to all ASCE and non-ASCE members and welcome participation from academia, agencies, consultants, and local government. The Airfield Pavement Committee By Rich Thuma P.E., M.ASCE During the Fall Quarter, the Airfield Pavement Committee has smoothly transitioned to new leadership while continuing ongoing activities with reviewing Advisory Circulars, planning our next meeting and looking towards future activities by the committee. During the last quarter APC members provided review comments for a draft Advisory Circulars on Bituminous Pavement Rejuvenation during the quarter. Comments were consolidated and forwarded to FAA by T&DI. Thanks again to Bernadette Caparas for coordinating the review effort. The next APC meeting will be held at TRB on Sunday, January 21, 2007 at 4 pm. We have a full agenda for the 2-hour meeting and will include “5-minute Updates” from key individuals such as FAA, DoD, and Industry Associations to provide the status of activities in their agencies. In addition, we’ll be set to kick off more detailed planning for a 2008 Pavements Specialty Conference.
