Aviation is changing, and with change come new challenges for airports and aviation systems worldwide to keep pace.  Airlines in the United States have repositioned themselves to respond to new low-fare competition, new security requirements and the rising cost of jet fuel as they attempt to return to profitability.  Meanwhile, air travel has been introduced to the masses in places like China, India, Brazil and Mexico.  The low-fare model, introduced in the United States and copied successfully in Europe, is now being discovered in places like Latin America, Asia and Australia.  Passenger growth has accelerated since the dark days after September 11, 2001, and massive new airport construction programs are underway to accommodate that growth – in countries as diverse as China, India, The Gulf states and the United States.

Special Issue on Rail Engineering and Transportation

in the

Journal of Transportation Engineering

The ASCE Rail Transportation Committee is working with the Editor-in-Chief of the Journal of Transportation Engineering (JTE) to organize a special issue focused on rail transportation and engineering. Papers on freight, intercity and regional passenger rail are solicited. A broad scope ranging from facilities and materials to systems level engineering and analysis is intended. Topics of interest include all aspects of railway infrastructure such as: roadbed; track geometry, structure, components & materials; bridges; signals & traffic control; and power distribution systems, as well as other types of rail facilities such as: stations, yards & terminals, maintenance facilities, operation control and dispatching centers. Papers ranging from planning, design, construction, maintenance, operations, environmental performance, safety & risk, energy efficiency, and economics are encouraged. The issue is intended to be international in scope and papers from all countries are welcomed. All papers will be peer-reviewed consistent with the usual editorial standards and practices of the JTE. The People’s Republic of China is now rising from centuries of foreign domination and decades of self-imposed isolation from the rest of the world.  The 1.3 billion people in this 5,000-year-old civilization are re-entering the global arena at the start of the 21st century with hard-earned hope and high expectations.  It is a place where newly-defined economic freedoms dance an awkward tango with traditional, restricted personal liberties.  It is an economic engine that has produced double-digit growth every year for nearly 15 years.  And it is nothing less than the Next Great Frontier for the world’s best transportation engineers and planners.

A Note from the Incoming President

October 1 is just around the corner.  On that date, major changes will take place on the T&DI Board of Governors.  Our current president, Eva Lerner-Lam, will hand the gavel to me, and take her place on the role of past-presidents.  Therefore, I would like to thank Eva for her truly outstanding service to the Institute.  She became the first leader of any major ASCE organizational unit to serve as president while residing in a foreign land.  As you may know, Eva resides in Beijing, China most of the year.  Despite the great distance, she has been a very hands-on leader for T&DI, making many trips back for meetings and leading all of our teleconferences.  The others of us on the Board of Governors have found Eva to be a visionary with boundless energy, who constantly challenges us to think and stay ahead of the curve.  I am grateful that she will continue to serve in a leadership role, as she takes on the task of opening more opportunities for us in China and around the world.  Thank you Eva for your exemplary service!

Context Sensitive Solutions Conference

November 16-17, 2006

This conference is specifically designed to train the transportation practitioner in the latest principles, tools and techniques of Context Sensitive Solutions (CSS).  You will hear from industry leaders on where CSS is now and what the future holds for CSS.  A CSS Status Report from AASHTO, FHWA and APWA sets the stage and speakers from state DOTs that have fully implemented CSS will speak to their challenges and successes.  Projects will be presented in eight concurrent breakout sessions, so that you can find the session that best fits the work you do today.  You will discuss real projects that used CSS techniques and learn what worked and what didn’t.  Cutting-edge tools and techniques for engaging the community, communication, selecting alternatives and setting design parameters will be presented.  A second set of breakout sessions will allow you to see how applying these tools can enhance your project development process.

Call for Members – ASCE/T&DI/ICPI Structural Design of Interlocking Concrete Pavement Standard Committee

 

The Transportation and Development Institute (T&DI) of ASCE and the Interlocking Concrete Pavement Institute (ICPI) are seeking members for the Structural Design of Interlocking Concrete Pavement Standards Committee.  The committee is developing a consensus guideline for the design of pavements using interlocking concrete pavers in applications of full traffic loading. Membership on the T&DI/ASCE/ICPI standard committees is open to all those who might reasonably be expected to be or who indicate they are directly affected by the activity without dominance by any single interest group: Producer, Consumer and General Interest, including Regulatory.  Those interested in applying to the committee should contact Phillip Mariscal, ASCE Standards Administrator, for an application at pmariscal@asce.org or (703) 295-6042.

JOHN A. ROEBLING SYMPOSIUM AND TOURS

In honor of the 200th anniversary of John A. Roebling’s birth, the History & Heritage Committee (HHC) and the New Jersey and Metropolitan Sections of ASCE invite you to celebrate his genius and influence on the development of the civil engineering field. On Friday, October 27th, attend a Symposium at the Marriott Hotel by the Brooklyn Bridge which will include presentations on his and his family's projects. On Saturday there will be a full-day motor coach tour of several Roebling-related projects including the Delaware Aqueduct. Finally, this event will climax on Sunday with a walking tour of the Brooklyn Bridge and other sites of interest in New York City.

ASCE Call for Disaster Assistance Volunteers

Each time a natural disaster, such as Hurricane Katrina, or a man-made event, such as the terrorist attacks of 9/11, occurs, ASCE members generously volunteer their time and talents to assist in response and recovery initiatives, and look to ASCE to provide an avenue to do so.  The ASCE Committee on Critical Infrastructure (CCI), in response to our members’ desire to lend support to such efforts, is developing a directory of members who express their interest and availability to assist.  CCI is currently seeking volunteers to participate in disaster management activities (planning, preparedness, response, and recovery) on an as-needed basis.  The information provided will be included in a directory for the ASCE Disaster Assistance Volunteer Program to use in the event of natural and man-made disasters requiring engineers for planning, damage assessment, and rebuilding efforts. 


Committee on Critical Infrastructure

ASCE’s Committee on Critical Infrastructure (CCI) would like your input as it develops future training programs on disaster management topics, including preparedness, response, and recovery activities.  Each time a natural disaster or a man-made event occurs, ASCE members seek volunteer opportunities to assist in response and recovery initiatives.  CCI’s goal is to offer training programs to prepare ASCE members to assist before, during, and after these events strike.  Your input via the online CCI disaster management training needs survey will help provide the feedback needed to develop valuable training programs.   Please pass this message on to other interested ASCE members.

The Airfield Pavement Committee has had a very active summer.  Over the last few months our committee has added 16 new members, bringing our total membership to 109.  These new members along with current members proved helpful in producing thorough, constructive review comments for three important draft Advisory Circulars which were then forwarded to the FAA by T&DI.  The Airfield Pavement Committee would like to thank Bernadette Caparas for coordinating the effort to get member comments for the review and then consolidating those varied comments into one coherent document.
