This conference will offer a forum for civil engineers seeking to address civil engineering applications associated with all modes of public transportation, including bus and rail. The civil engineering profession, through its many sub-disciplines, provides a vast array of specialized knowledge toward the science of safe and efficient movement of people and goods. Our First International Conference in China

I am pleased to report that our very first international conference – the International Symposium on Transportation and Development Innovation Best Practices – in Beijing China was a success. Our local sponsor was China Academy of Transportation Sciences. The symposium was held in conjunction with the International Conference on Transportation Infrastructure. Concurrently, two other related events were taking place: the China Transpo 2008 and Intertraffic 2008. The latter two events were large exhibitions devoted to transportation systems and technology.
In 1997 I had the opportunity to visit China on an invitation by the Ministry of Communication in Xian Province. I visited Beijing, Xian and Shanghai. I was absolutely amazed to witness the changes that have taken place over a decade. China is experiencing an unmatched rate of growth. T&DI’s efforts in establishing relationships with China and other rapidly developing countries such as India, Thailand and Vietnam will provide tremendous future opportunities for our membership.

T&DI Holds First International Symposium on Transportation and Development Innovative Best Practices in
Beijing, China,
April 24-26, 2008
The Transportation and Development Institute held its first Institute-wide international event in Beijing, China, April 23-27, 2008. T&DI collaborated with the China Academy of Transportation Sciences (CATS), a division of the China Ministry of Communications (MOC), to present the First International Symposium on Transportation and Development Innovative Best Practices (TDIBP2008). The event marked the beginning of what is planned to be a long-standing relationship between the Institute and CATS.
The Symposium provided an Institute-wide platform for all T&DI technical committees to participate in technical exchange with international colleagues. David Mongan, ASCE 2008 President participated in the event as a Keynote Speaker and had the opportunity to meet with the China Vice Minister of Communications, the President of the China Academy of Transportation Sciences, the President of the China Civil Engineering Society, the Chairman of the Ministry of Civil Affairs' Promotion Center for Emergency Assistance, the Director of the China People's Publications Press, and various other Chinese government officials.

T&DI sponsors three peer-reviewed archival journals. All are in continuing need of submittal reviewers. Paper reviewers provide a valuable service to the professional community and also can learn new approaches and results from reviewing new papers in their specialization areas. The Journal of Infrastructure Systems publishes cross-disciplinary papers about methodologies for monitoring, evaluating, expanding, repairing, replacing, financing, or otherwise sustaining the civil infrastructure. Contact: Samer Madamet, madanat@ce.berkeley.edu.
The Journal of Transportation Engineering contains technical and professional articles on the planning, design, construction, maintenance, and operation of air, highway, rail, and urban transportation, as well as pipeline facilities for water, oil, and gas. Specific topics include airport and highway pavement maintenance and performance; management of roads, bridges and transit systems; traffic management technology; construction and operation of pipelines; railway engineering and economics and environmental aspects of urban transportation systems. The Journal of Urban Planning and Development covers the application of civil engineering to such aspects of urban planning as area-wide transportation, the coordination of planning and programming of public works and utilities, and the development and redevelopment of urban areas. National Transportation Week (NTW)

The Federal Highway Administration (FHWA) annually sponsors the National Transportation Week (NTW) program. In 2008 NTW is May 11 - 17. NTW is aimed at youth to educate them and encourage them to consider the transportation industry as one of their career choices. Each year there is a poster contest for 5th grade students that awards savings bonds to the winners and cash to their school. T&DI encourages its members to link with an elementary school and help a student with an entry to the poster contest and help the teachers with the suggested topics for classroom discussion that can be found on the NTW website. The rules for the poster contest and other information on the poster contest and NTW can be found at www.ntweek.org. Call for Members – ASCE/T&DI/ICPI Structural Design of Interlocking Concrete Pavement Standard Committee
The Transportation and Development Institute (T&DI) of ASCE and the Interlocking Concrete Pavement Institute (ICPI) are seeking members for the Structural Design of Interlocking Concrete Pavement Standards Committee. The committee is developing a consensus guideline for the design of pavements using interlocking concrete pavers in applications of full traffic loading. Membership on the T&DI/ASCE/ICPI standard committees is open to all those who might reasonably be expected to be or who indicate they are directly affected by the activity without dominance by any single interest group: Producer, Consumer and General Interest, including Regulatory. T&DI Transportation Safety Committee Seeks New Members
T&DI's Transportation Safety Committee is seeking people interested in becoming a member of the committee. The committee's responsibilities include dissemination of safety information and to provide education and training pertaining to safety issues related to the planning, design, construction and operation of transportation facilities. The Transportation Safety Committee is also the lead T&DI technical committee in planning the Put the Brakes on Fatalities program. ASCE Switches Insurance Groups
ASCE recently named Pearl Insurance Group, LLC as its new partner for all brokerage, administration, and marketing associated with its member insurance products. Pearl – a nationally recognized third-party insurance administrator – was selected after a rigorous nine month approval process. Pearl’s duties will include premium billing and collection, claim coordination, customer service responsibilities, application processing, and sales and marketing. The transition will be complete July 1, 2008 and affects all ASCE Group Insurance Plans, including the ASCE Professional Liability Plan.

NRC Institute for Research in Construction (NRC-IRC) is Searching for a Research Officer, Concrete Structures
The successful candidate will, as a member of the Urban Infrastructure Research Program, develop, initiate, secure funding for, participate in and manage research activities in areas related to transportation asset management. As a member of the Concrete Structures research subprogram, the candidate will participate and complement the group’s on-going research, and will develop new strategic and client-supported research projects in the areas of risk-based condition assessment and management of transportation infrastructure, including bridges, pavements, and transit assets. Responsibilities will include writing project proposals, interaction with clients and negotiation of joint project agreements; project management and technology transfer to industry and stakeholders.
