Technical Region Director's Report
Nobember 1, 2005

Stan R. Caldwell, P.E., F.AEI, F.ASCE

All members of the ASCE Board of Direction are expected to communicate effectively with the constituents in their respective regions.  The Technical Region is a worldwide, virtual region comprised of ASCE's seven Technical Institutes.  With 91,006 current members, the Technical Region is easily ASCE's largest region.  It will eventually be represented by two ASCE Directors.  As a result of the ASCE national election which concluded in August 2006, I have the honor and privilege of serving as the first Techical Region Director.  I was installed into office last Saturday and my term will run through Octover 2008.  This report is the first in a series of brief summaries intended to keep you informed of news from the ASCE Board of Direction.  I am frequently reminded that communication is a two-way process.  Please do not hesitate to contacct me at any time with your questions and concerns.  I would especially appreciate any thoughts that you might have on how ASCE and its Technical Region can better serve you.  For the rest of this article, please click below link.

Third Party Safety Assessment

TÜV InterTraffic – The First And Only Foreign EOQA In France

TÜV InterTraffic as part of the TÜV Rheinland Group is the first and only foreign safety assessor for guided urban transport systems accredited by the French Department of Transportation.

In 2003, the French government passed a new law. This law (No. 2002-03) in combination with a directive (No. 2003-425) gave the approval process for all guided urban transport systems a new framework. Since 2003, local departments are responsible for the approval of guided urban transport systems. With the new law, a third party safety assessment is required within the approval process and as a basis for the final judgement of the department. The Third Party Assessment must be executed by an accredited assessment body i.e. by an expert or organisation. This is called EOQA, which stands for “expert ou organisme qualifié agrée” in French.

Introduce A Girl To Engineering - The Beginning Of a Legacy

By Marsha Anderson Bomar, President of Street Smarts

As part of Engineer's Week, several years ago, IBM dediced to start a new effort to inform young women across the country of the great opportunities in this profession.  A luncheon called, Introduce A Girl to Engineering was added as the kick-off event in dozens of places.  ACEC saw the great value in this and planned their first event targeting middle school girls as the primary audience.   Wisely, they realized that you needed to inform girls early so they would take the right classes in high school to prepare them to choose engineering.  It would also arm them with the foundation to be successful if they chose this course.  For the rest of this article please click here.

Public Transport Committee Activities

  • A one-day workshop on Bus Rapid Transit, jointly sponsored by ASCE and FTA, has been proposed and approved by the T&DI Board. The workshop will be held in Washington, DC, in April 2006. The principal purpose of the workshop is to provide a peer review on the report entitled, “Characteristics of Bus Rapid Transit,” prepared by FTA in 2005. The peer review will focus on improvements and additions to the report in preparation for an update to start later in 2006.
  • Planning for Third International Conference on Public Transport, with the theme “Public Transportation Security”, is progressing. The Conference is tentatively planned for early 2007.  Committee is working on a proposal for the conference with details on conference location, date, budget, etc.
  • Investigating the potential for organizing three or four workshops in selected countries serving different regions, such as Asia, Africa, and South America to increase the awareness of the benefits of Bus Rapid Transit for implementation in developing nations. These workshops, as presently envisioned, will be cosponsored by FTA and International Mass Transit Program (IMTP) of US DOT, ASCE, World Bank, and other international agencies.
  • Actively seeking to attract members for the committee, who have high interest in public transport, from the United States and other countries.
  • The committee is meeting on January 23, 2006 during TRB’s Annual Meeting in Washington, D.C.  to discuss the above activities.
