Detailed in a newly published report, the result envisions civil engineers of 2025 as master builders, environmental stewards, innovators and integrators. Demonstrating strong leadership will be required if civil engineers are to have the stature needed to fulfill this vision and maintain society's trust as the professionals responsible for creating a sustainable world and enhancing the quality of life.

“Troubled Waters,” by Mary Carmichael, Newsweek, June 4, 2007—Water has been called the ultimate renewable resource, but with mismanagement and pollution, the world is facing some serious limits to its water supply, reports an article in Newsweek. More than a billion people worldwide lack clean water, and developing countries are often most hard hit. Where water shortages reach critical limits, conflict can often be the result, the article notes. In China the Yangtze River, which drives the world's largest hydroelectric dam (the Three Gorges), is so polluted with agricultural and industrial waste that even after an announced $5 billion cleanup effort by the Chinese government, it is not expected to sustain marine life. Farther north, the Yellow River has diminished to a relative trickle because of draught, overuse, and neglect, the article says. Every day the river receives 1 million tons of untreated sewage just from the city of Xian. Almost a third of China’s population, or 400 million people, do not have access to water that is clean enough for daily use, according to the article. In India, which relies on extensive irrigation, water tables are falling. Agriculture often gets up to 90% of the water but accounts for only 25% of the GDP, according to a Natural Resources Defense Council spokesperson quoted in the article. However, India's farmers still do not have enough water. Rivers have been dammed, but the needed water distribution systems from those reservoirs has not been adequate, the article reports. Excessive use of deeper and deeper wells by farmers has also worsened the problem. In the end, two-thirds of India's total population lacks access to safe water. In the West Bank, political tension remains a major factor in the water scarcity. The rain that falls in the West Bank flows toward Israel, and well-boring restrictions seriously affect the Palestinians’ supply, says the article. Palestinians also accuse Israelis of overusing the water, while Palestinians have been accused of stealing from Israeli wells. The water conflict remains a major factor in the peace process, the article notes. Read the article.

“Global Building Boom Swamps Suppliers,” by Tudor Van Hampton in Munich, ENR, May 2, 2007— The global boom in construction, especially in the emerging markets of China, India and Russia, as well as the pick-up in the construction sector in Europe, are contributing factors to a very tight worldwide supply of building equipment, reports an article in ENR. The 28th International Trade Fair for Construction Machinery and Equipment (Bauma 2007), held in Munich in April, set a new record for visitors, with around 500,000 this year, a 20% increase over 2004. Unfortunately for those who came to buy, many of the 3,041 machines on exhibit were sold out through 2008. That situation is driving up equipment rental fees, notes the article. Competition between manufacturers has also become intense. The article reports that Caterpillar is losing market share to Komatsu, Case, Volvo and others and that many of the industry’s key players are looking for opportunities to invest and push new products into developing counties. According to the article, in 2007 Caterpillar is planning to invest $1.8 billion in facilities in China, India and Russia. Although Chinese companies are far from being top building equipment suppliers, their share is growing, especially in developing markets, reports the article. Read the article.

“Connections Between Job and Continuing Professional Development,” VDI Nachrichten , July 6, 2007—Engineers in Germany show a strong readiness to pursue continuing education in addition to their work, especially in management-related courses, according to a survey reported in VDI Nachrichten. Education offerings that are short have the most appeal, given the time demands of engineering jobs. Continuing professional development that lasts no more than one or two days is preferred, says the article—in fact, 39% of respondents say they can give up no more than five hours a week for continuing education. Acquiring an additional credential can be problematical—for more than half of respondents this only works when on-the-job qualifications are recognized as part of the requirements. A majority prefer a mix of face-to-face and distance learning, and only one fifth could see themselves advancing their education purely through distance learning, the article reports. There was consensus that a bachelor’s degree in engineering should be pursued full-time, and that doing this exclusively through distance learning lacks the necessary practical connection and human contact with professors and students. Beyond the preference for management themes in continuing education, the survey pointed to soft skills and rhetoric as high priorities, according to the article. With such additional knowledge, engineers are looking to move into project management, research and development, firm management, planning, and consulting. The prime motivation is advancement and security in their jobs or an enhanced ability to find a new job. Other key motivators are refreshing technical knowledge and the prospect of more challenging and better paying work. Garnering more respect played only a secondary role, according to the article. “ADB Loans Pakistan $400 Million to Rebuild Quake-Damaged Homes”, ADB News (online), June 27, 2007—The Asian Development Bank has approved a new $400 million loan to Pakistan as part of a one-billion-dollar pledge to address damage from the 7.6-magnitude quake on October 8, 2005. That quake killed about 80,000 people and destroyed millions of houses. The loan will be another step in providing housing to 30,000 people still living in tents and 3.5 million others in non-permanent dwellings. The funds will also be a boost for the region’s economy, creating jobs for reconstruction workers and helping businesses supply reconstruction materials, the news release says. In addition, ADB will provide a $2 million grant to increase the capacity of Pakistani institutions to rebuild quake-affected areas. The goal is to provide training in seismic construction, strengthen financial and strategic management, and support environmental and social protection. As a part of the program, home owners will be given money directly to repair or rebuild their own homes in accordance with approved earthquake-resistant designs, reports the release. “Zimbabwean builders join exodus to South Africa”, Business Day (online), June 4, 2007—Zimbabwe is counting its losses as engineers, architects, and skilled construction workers move to South Africa to join the boom produced by the 2010 football World Cup preparations, reports Business Day. The attraction: better-paying jobs with construction companies south of the border. According to one Zimbabwean engineer quoted in the article, 30 of his colleagues have already left since January, and he planned to join them in June. This emigration puts Zimbabwean companies in a vulnerable situation, since so many professionals and specialists, including artisans and bricklayers, are in demand. South African companies are placing recruitment advertisements in Zimbabwean newspapers and offering big salaries. The US$3,000 to $4,000 per month advertised can prove irresistible when a Zimbabwean engineer might earn $80 per month, says the article. The president of the Zimbabwe Institute for Engineers, Martin Manhuwa, was quoted as saying “we might end up not having qualified people in the country." Read the article.

ASCE Presidential Trip to Asia

During July, ASCE President Bill Marcuson and ASCE Executive Director Patrick Natale traveled to Japan, China and Taiwan to meet with civil engineer counterparts and explore ways of furthering civil engineering information exchange and strengthening the societies through mutual initiatives. Meetings in Japan built ASCE relationships with partners in the Japan Society of Civil Engineers and ASCE Japan Section in Tokyo. The Japanese were very interested in the External Review Panel Report researched and compiled by ASCE on Hurricane Katerina, and President Marcuson made a presentation to the section and the Japanese Society, soliciting many questions about disaster risk management and preparedness for future natural disasters.

While in China, the ASCE delegation met with the Chinese Society of Civil Engineers, the Ministry of Water Resources, the Changjiang Water Resources Commission, the Chengdu Hydropower Investigation Design & Research Institute, and the China Association for Science and Technology. Besides renewing Agreements of Cooperation with many of these societies, ASCE leaders learned about the pace of infrastructure development in China, the opportunities to assist in capacity building, and potential technological exchanges that would benefit both societies and their members.

ASCE delegates also attended and made presentations at the Civil Engineering Conference for the Asian Region (CECAR) held in Taipei. The meetings included development and signing of the Asian Civil Engineering Coordinating Council (ACECC) Taipei Declaration on Sustainable Development in the Asian region. This joint approach to the sustainability problems in the region was signed by the members of ACECC—ASCE, the Japan Society of Civil Engineers, the Philippine Institute of Civil Engineers, the Korean Society of Civil Engineers, Engineers Australia, the Mongolian Association of Civil Engineering, the Chinese Institution of Civil and Hydraulic Engineering, the Indonesian Society of Civil and Structural Engineers, the Vietnam Federation of Civil Engineering Associations—along with two observing delegations (and possible future ACECC members), the Institute of Engineers–India and the Engineering Institute of Cambodia.

The Sustainability Declaration was signed with the dynamic Asian backdrop in mind. Asia is the largest continent and has approximately 60% of the world’s population. Currently Asia generates around US$18 trillion in GDP. Abundant human and natural resources, improved manufacturing capabilities, and huge markets have made Asia the fastest growing economy on earth. Nevertheless, this growth places excessive demands on natural resources. Asia regulary experiences floods, landslides, air and water pollution, typhoons and tsunamis, and other man-made disasters.

ASCE Delegates Participate in Celebration of

250th Anniversary of Thomas Telford’s Birth

A delegation of ASCE members participated in the celebration of the 250th anniversary of the birth of Thomas Telford in Scotland in early July. Telford, who was born in that country in 1757 and who became the first president of the Institution of Civil Engineers, left his mark on the infrastructure of the United Kingdom. Many of his contributions to civil engineering still stand and operate in northern Scotland, demonstrating the enduring nature of well-designed works and the inspiration that can be derived from a knowledge of the profession’s history and heritage.

The celebration of Telford’s life and works began formally with a day-long symposium held at the headquarters of the Royal Society of Edinburgh. The American contingent attending the symposium and subsequent tour of Telford sites in northern Scotland consisted of Allen Beene, who was ASCE President Bill Marcuson’s official representative; Henry Petroski, chair of the Society’s History and Heritage Committee; David Gilbert and Emory Kemp, members of the committee; and Jerry Rogers, past-chair and now corresponding member of the committee. Among those presenting papers at the symposium, which covered the life and works of Telford, was Henry Petroski, who gave an American perspective on Telford in a session chaired by Allen Beene. Engineers Play Major Role in Capacity Building

   

Read an article by Henry "Hank" Hatch published in the June issue of the International Newsletter of the American Physical Society (see p.11). In this article Hatch highlights the role engineers play in capacity building.

Hatch is a current member and past chair of the ASCE International Activities Committee (IAC) and has been nominated to serve as the first At-Large Director on the ASCE Board of Direction for 2008.

In addition to his IAC duties, Hatch is currently the Chair International Activities Committee of the American Association of Engineering Societies, and Coordinator of the Natural Sciences and Engineering Sector of the U.S. National Commission to UNESCO. Hatch has also served as Chief of the U.S Army Corps of Engineers.

Comments Solicited on Draft Body of Knowledge

ASCE Policy Statement 465 states that “The American Society of Civil Engineers (ASCE) supports the attainment of a Body of Knowledge (BOK) for entry into the practice of civil engineering at the professional level.” The BOK is defined as the depth and breadth of knowledge, skills, and attitudes required of an individual entering the professional practice of civil engineering. The BOK is strategic and foundational to our profession because it ultimately influences public understanding of our profession, accreditation criteria, curricula, the Engineer Intern experience, and licensure requirements.

ASCE released the first edition of the BOK in early 2004 and is now releasing a refined, enhanced, and updated version in draft form for your review. This second edition of the BOK was prepared by the Body of Knowledge Committee of CAP^3 (Committee on the Academic Prerequisites for Professional Practice) in response to widespread stakeholder interest in, use of, and comments about the first edition. CAP^3 is pleased to note that the BOK has stimulated thinking and discussion about education and practice within and outside of civil engineering. The BOK has proven to be a productive forum in which educators and practitioners come together to proactively determine how tomorrow’s civil engineers should be prepared.

Learn Developments in Multi-Hazard Engineering

The Architectural Engineering Institute of ASCE (AEI) and MCEER (University at Buffalo) in cooperation with the Steel Institute of New York will organize the Symposium on Emerging Developments in Multi-Hazard Engineering on September 18, 2007 at the McGraw Hill Auditorium in New York City. Recent events such as the attacks of September 11, 2001, the Asian tsunami in December 2004 and Hurricane Katrina have highlighted the need for solutions when two or more hazards simultaneously threaten communities and their infrastructure. To address the complications that arise from events where multiple hazards occur, the symposium will consider multi-hazard engineering from the perspectives of risk, reliability, design, analysis, cost benefit, lifecycle costs and structural health monitoring. Blast, earthquake, wind, flood and wave surge will be among the specific hazards discussed.

Topics to be explored include lessons learned from 9/11 and Hurricane Katrina, fundamental measures to improve disaster resilience, multi-hazard engineering in Los Angeles and New York City, Federal Emergency Management Agency multi-hazard risk assessments and improving resilience of transportation infrastructure. Nationally recognized researchers and practitioners from industry, academia and government will discuss a variety of solutions and applications, including adapting technologies developed for specific hazards to multi-hazard problems and developing new technologies to mitigate a variety of threats. The goal of the symposium is to establish an integrated risk assessment framework for multi-hazard environments and address assessment and mitigation of risk from competing low probability high consequence hazards. World Environmental & Water Resources Congress

Rio Conference Highlights Sustainable Energy

 

Organized by the Energy Committee of the World Federation of Engineering Organizations (WFEO), the International Conference on Engineering for Sustainable Energy in Developing Countries will be held in Rio de Janeiro, Brazil, from 15 to 18 August 2007. The event is aimed at scientists, engineers, economists, government authorities, policy-makers and company executives in the areas of energy and strategic planning. New Delhi Hosts Congress on Urban Infrastructure

 

The Institution of Engineers India is organizing a World Congress on Urban Infrastructure (November 12-16, 2007) under the aegis of the World Federation of Engineering Organizations. The event will be held in conjunction with the WFEO General Assembly, scheduled for November 16-18, 2007. In Asia, urbanization has been an immutable fact over the past five decades, especially in the developing countries. The proportion of the total population living in urban centers has jumped from 19% to 45% and is projected to rise continually. In 2007, it is expected that 50% of the world population will live in cities. The world must immediately begin planning for this growth in numbers, conference organizers note. Keynote addresses, paper sessions, and round table discussions will be held under the themes Sustainable Development, including Urban Disaster Management; Urban Infrastructure Facilities in Rural Scenario; Urban Transportation, Water and Solid Waste Management; Quality of Urban Life and Healthcare; and Energy and Communication. The WFEO General Assembly will also be held, consisting of meetings of the standing technical committees, the Executive Council and technical seminars. 2008 World Engineering Convention in Brasilia

The World Engineering Convention will take place from the 3rd to the 5th of December 2008, in the city of Brasilia, by means of a partnership among WFEO, CONFEA, FEBRAE and UNESCO. The focus of this event will be the world in development and its challenges. For this reason, the selected theme was: "Engineering: Innovation with Social Responsibility".

Engineers from all over the world will exchange experiences and ideas in conferences, seminars and forums to discuss, assess and propose appropriate responses to these questions.

German Engineers Hold Mobility Congress

The 23rd German Engineers Convention of the VDI (Association of German Engineers) was held in Mannheim from the 7th until the 9th of May. Over 800 engineers visited the national Congress. The theme of the Congress was “Mobility Connects – World in Motion”. During the congress experts discussed new technical developments in the automobile industry and logistics. During the plenary assembly the new president of the VDI, Professor Bruno O. Braun, presented a program on how he wants to strengthen the position of Germany in technical innovations. During his term in office he is prepared to face the problem of the lack of engineers in Germany, which damages the German economy. “We need more women to study engineering, and we have to improve our technical education in school,” Braun said. The congress was visited by the state minister of Baden-Wuerttemberg, Günther Oettinger, and the German minister of traffic, construction and urban development, Wolfgang Tiefensee. ASCE Partners with Finland To Hold International Symposium on Cold Region Development

   

ASCE is organizing the 8th International Symposium on Cold Region Development–ISCORD 2007 together with the Finnish Association of Civil Engineers. The symposium will take place in Tampere, Finland on Sept. 25-27, 2007.

The main theme of the symposium will be cold region development, with  sub-themes such as design, construction and maintenance of urban infrastructure, traffic routes and buildings as well as environmental technology and the impacts of climate change. The organizers received abstracts from 14 different countries.

Vietnam Hosting Seminar on Construction Sector Human Resources

The Vietnam Federation of Civil Engineering Associations (VIFCEA) is cooperating with several Vietnamese ministries to organize a seminar on “Developing Construction Sector Human Resources,” which will be held in Hanoi on November of 2007. The event follows last year’s seminar on “Efficiency of Construction Investment Capital From State Capital Sources: Real Situations and Solutions.”

The objective of the seminar is to develop high quality human resources that will meet the needs of the Vietnam construction industry. A further target is to propose a Government policy framework for construction labor and to put forward research subjects. Its primary seminar themes are:

—The real situation of the Vietnamese construction sector’s human resources.

—A forecast on construction market human resource needs.

—Human resources management and supply organization for the construction market.

—Training human resources for the construction market.

Xi'an, China Hosts Symposium on Landslides, Slopes

The 10th International Symposium on Landslides and Engineered Slopes will be held from June 30 to July 4, 2008 in Xi'an China. The symposium is one of the most important activities of the Joint Technical Committee on Landslides and Engineered Slopes (JTC1) under the International Society of Soil Mechanics and Geotechnical Engineering (ISSMGE), International Society for Rock Mechanics (ISRM) and International Association on Engineering Geology (IAEG).

The Symposium will be jointly organized by the three Chinese national sister societies: the Chinese Institution of Soil Mechanics and Geotechnical Engineering—China Civil Engineering Society (CISMGE-CCES); the Chinese National Commission on Engineering Geology (CNCEG); the Chinese Society of Rock Mechanics and Engineering (CSRME); and the Geotechnical Division of the Hong Kong Institution of Engineers (HKIE).

This Symposium aims to provide an international platform for exchange of views and experiences among delegates of different backgrounds. The symposium will also provide a variety of technical and cultural activities ( click for details).

Colombia Honors ASCE Region 10 Chair

During the Colombian Engineering Society (SCI) 120-year-founding
celebrations, on May 29, 2007, Engr. Jaime Santamaría-Serrano, P.E., F.ASCE,
a Member of the ASCE Board of Direction and Region-10 Chair was
endowed by the Colombia Transportation Ministry with the distinguished award Julio Garavito Engineering Merit Order Cross.

ASCE Philippines Group Inducts Officers

On July 2, 2007 ASCE Philippines International Group held General Assembly with the theme Building a Better World and Induction of officers and trustees. The Guest of Honor, His Excellency Fidel V.
