Last summer, the National Capital Section (NCS) Board of Directors authorized the formation of a sustainability committee.
The Committee’s main goal is to promote sustainable development principles through professional development and outreach activities in the National Capital region. I am happy to report that our first year of existence had a good and enthusiastic start. Several members of the NCS quickly joined our Committee and helped plan and organize the year’s events. The Committee’s activities included committee executive meetings in-person and via-conference-call in September, December, and March, a joint meeting with the National Committee on Sustainability in May, hosting technical talks and lectures in December and June, and developing a ‘Sustainable Developments’ column for publication in the NCS newsletter. Following are brief descriptions of our Committee’s highlight activities for the past year:
Looking ahead, we want to build on an exciting first year and are planning a variety of activities. These will include conducting at least one field trip to showcase unique low impact development (LID) systems or innovative recycling programs in the Washington area, hosting a second sustainability-theme Section meeting, conducting one to two additional brownbag technical/informational sessions, and returning to the DC Mall in May for the 3th Annual P3 Awards event to promote ASCE’s leadership in sustainability.
We have also been working with the National ASCE Committee on Sustainability to prepare a set of guidelines for ASCE Sections and Branches to develop local activities and programs for sustainable engineering education and practice, drawing upon our early Section experience and the work of the National Committee. Our goal is to produce the guidelines jointly in the spring of 2007, and to distribute them to all ASCE Sections and Branches.
In the meantime, we would greatly appreciate hearing about your Section's activities, issues, needs and ideas related to sustainability. Your feedback will be most helpful to us in developing a practical and useful set of guidelines. The ASCE Committee on Volunteer Community Service, the Illinois Section, and Rebuilding Together®, an organization devoted to revitalizing houses for low-income homeowners, proudly announce their fourth annual community service event at the annual conference.
This year we will be working with the Valentine Boys and Girls Club to make a difference for youth in Chicago. Our goal is to improve the functionality and appearance of the Club. The work scope may include painting, repairing ceiling tiles, replacing floor tile, and removing cabinets.
The Valentine Boys and Girls Club is located at 3400 South Emerald Avenue in Chicago, Illinois and serves over 2,000 members annually. The mission of the club is to enable all young people to reach their full potential as productive, caring, and responsible citizens. Would you like to get more involved in ASCE and in shaping the future of the Civil Engineering profession? ASCE’s Committee on Professional Practice is looking for new and corresponding members to serve on six of its ten constituent committees. Serving on a national committee gives you a unique opportunity to influence the profession, affect ASCE’s policies at the national level, and network with other civil engineers who practice in the public and private sectors.
Full members and corresponding members are being sought for the Committee on Continuing Education, Committee on Employment of Civil Engineers, Committee on Leadership and Management, Committee on Licensure and Ethics, and the Editorial Board for the Journal of Management in Engineering. You can begin as a corresponding member to learn more about a committee, and then transition to a full member position. As a corresponding member, you enjoy the same opportunities, duties, and privileges as full members, but you are not reimbursed your travel expenses to attend meetings. Full committee members typically serve on a committee for up to four years. The Committee on Peer Review for Public Agencies is also seeking volunteers to serve as peer reviewers. A brief explanation is given below of the aforementioned committees and their openings.
Committee on Continuing Education —This committee fosters lifelong learning for engineers by developing and recommending policies, programs, and procedures for continuing education. It is seeking ASCE members, especially government engineers, to become full and corresponding members.
Committee on Employment of Civil Engineers —This committee develops policies, procedures and standards for conditions of employment taking into account the economic, social and ethical issues in the profession. The committee discusses and may report on current issues and trends that affect employment of civil engineers. It is looking for ASCE members from firms that work internationally to participate as corresponding members.
Committee on Leadership and Management —This committee strives to increase civil engineers’ expertise and awareness in leadership and management with programs and awards. It is currently seeking ASCE members to participate in developing leadership and management courses for younger ASCE members. The leadership and management courses will target development of professional practice skills and are intended to provide Professional Development Hours for society members.
Committee on Licensure and Ethics —This committee promotes the licensure of civil engineers and ethics in civil engineering practice through programs, policies, and procedures. It is seeking ASCE members with state licensing board or NCEES experience to serve as full committee members.
Editorial Board for the Journal of Management in Engineering—This committee helps to broadcast techniques, practices, research, and events relating to engineering management through ASCE media. The Board is looking for two ASCE members to serve as full members of the Editorial Board for ASCE’s Journal of Management in Engineering. Members should have experience with writing and reviewing journal papers for ASCE or other technical journals. Also, experience as an editor or associate editor would be helpful.
Committee on Peer Review for Public Agencies —This committee maintains and updates the Peer Review for Public Agencies Program, a program designed to help all public sector engineering, construction, and operations agencies improve the management and quality of their services. It is currently seeking ASCE members who are interested in serving as peer reviewers. Peer reviewers need to be professionally licensed and have public agency experience of more than 15 years with at least five years in a senior management position.

October 1 is also the date nominations are due for the Honorary Membership and Outstanding Projects and Leaders (OPAL) awards. An ASCE Honorary Member is a person who has attained acknowledged eminence in some branch of engineering or in its related arts and sciences. It is the highest award the Society may confer, second only to the title ASCE President. The OPAL awards program recognizes individual achievement in Design, Construction, Government, Education, and Management, as well as exemplary civil engineering projects. Remember, members won't automatically renew their membership each year - they need to see the value of being an ASCE Section or Branch member! Take an opportunity to communicate ASCE's value.
Use your membership data to encourage members to renew their membership during the renewal period to avoid being dropped. Field "AU," titled "Last National Dues Paid Year," indicates the last year a member paid dues. Any member that does not have "2005" or "2006" in this column will be dropped in March. Most of the members that will be dropped will have either "2005" or nothing in this column (upgraded Student Members who did not ever pay dues).

ASCE’s Committee on Diversity and Women in Civil Engineering (CDWCE) awarded a plaque of recognition to the Slave Descendants Freedom Society at the Freedom Symposium 2006 on Aug. 3 in Portsmouth, VA. The plaque was presented to Freedom Society co-founders Lisa and Eric Sheppard by ASCE member Christina Ammens, E.I.T., Norfolk Branch, to honor the enslaved and freed African-Americans who hand-dug the Dismal Swamp Canal more than 200 years ago. The 22-mile waterway, located in portions of Southeastern Virginia and Northeastern North Carolina, was designated a Historic Civil Engineering Landmark by ASCE in 1987. The Slave Descendants Freedom Society, Inc. is a non-profit organization dedicated to honoring the unrecognized labor contributions made by enslaved and freed African-Americans toward the building of the United States of America.

Civil engineering touches virtually every aspect of our daily lives, and when journalists are insightful and judicious in their reporting, citizens can play a more informed role in the infrastructure debate that shapes their communities. That is why ASCE feels it is important to honor outstanding news coverage that has enhanced the public’s understanding of the role and impact civil engineers and civil engineering have on designing solutions for clean water, transportation, the environment and other public works projects.
Earlier this month you received copies of a new, all-in-one nomination packet, designed to make entering a story easier, and to encourage participation in this important program. The new streamlined process for nominating an eligible story simply requires filling out the abbreviated entry form, tearing it off of the return envelope, putting the form and a single copy of the article or the broadcast segment into the preaddressed envelope and dropping it in the mail. No more duplicate copies, no more preparing recommendation letters. We strongly encourage you to distribute these packets during your next meeting, and to encourage your members to be on the lookout for potential nominations.

This important workshop, scheduled for Thursday, October 19, 2006 in Chicago, IL, is designed to provide an overview of federal disaster response programs and key considerations during recovery and mitigation operations. The Workshop, sponsored by the ASCE Committee on Critical Infrastructure (CCI), will include case studies incorporating past disaster events and hazard scenarios that are relevant to the Chicago area and will identify disaster recovery considerations that will be needed to be addressed by the engineering community. The workshop will primarily focus on disaster recovery and mitigation operations and will introduce attendees to important federal programs and local resources. Finally, the workshop will inform participants on how they can get involved and utilize their skills and expertise in planning for and responding to future events.
Participants will earn 6.0 Professional Development Hours (PDHs). The fee for this event is $50 for ASCE members and government employees and $100 for non-members. Registration fee includes all workshop materials, refreshment break, and lunch.
