Waterways: In April, the Wetlands and Sediment Management Committee held the Federal Wetland Regulatory Workshop. Why did your Committee organize the workshop?
Dom Izzo: Recent U.S. Supreme Court decisions have caused considerable added cost, delay and frustration for many individuals seeking federal wetlands permits from the U.S. Army Corps of Engineers. With the workshop, we invited the leading experts to give us their best assessment of the legal and technical issues raised by the Court and to identify possible solutions to the new challenges. The committee’s goal was to identify and document in a white paper the range of issues and solutions for use by ASCE and the public in formulating future policy on wetlands regulation.
